PC not booting into Windows after applying image from old PC

I need a solution

So I'm currently working on moving a bunch of users in our organization from Dell 790's to 7010's Some of the transitions have proceeded without issue. However, we have two machines that are giving us a lot of trouble and hair loss in getting them to work.

As far as the 790's are concerned they are running identical configurations, same BIOS versions, same manufacture date, Win7 Pro 32bit etc. Which is no surprise as they were all installed together. I created an image of each 790 using a portable Ghost drive, then applied the images to their 7010's. Most have had no issue, but two keep freezing at the windows splash screen.

I've verified the configurations, ran diagnostics, re-created the images, verified the sata modes, tried manually swapping the HDDs from the 790s to the 7010s, dskchk, Startup Repair, etc. (not particularly in that order.) They wont even boot into safe mode. I'm stumped at this point and am hoping the wise folks here can hopefully think of something else to try in order to get these working.
